CIA Director John Ratcliffe has declassified a 2015 intelligence report that was suppressed at the request of then-Vice President Joe Biden's office, according to internal correspondence contained within the document released to the public interest.
The report, dated December 2015 and marked "NONDISSEMINATED," detailed how senior officials within Ukrainian President Petro Poroshenko's administration expressed "bewilderment and disappointment" following Biden's December 7-8, 2015 visit to Kiev. According to the CIA assessment, Ukrainian officials concluded that Biden had traveled to Ukraine "almost exclusively to give a generic public speech" and had "no intention of discussing substantive matters with Poroshenko or other officials within the Ukrainian government."
The intelligence report further revealed that Ukrainian officials had anticipated Biden would address personnel matters during his visit and expected him to advocate for or against specific officials within their government. Following what they perceived as an unproductive visit, these officials "privately mused at the U.S. media scrutiny of the alleged ties of the U.S. Vice President's family to corrupt business practices in Ukraine."
Most significantly, the report states that these Ukrainian government officials "viewed the alleged ties of the U.S. Vice President's family to corruption in Ukraine as evidence of a double-standard within the United States Government towards matters of corruption and political power."
