Tonight's House Rules Committee document includes a Section 14 instruction directing the Clerk to embed S. 1383 directly into the NDAA bill text during engrossment, with no separate vote and no floor debate on voter ID.
Democrats are vowing to vote against the NDAA over it, and the Senate can still strip the language even if it passes the House.
The rule vote is tomorrow.
