The House came back from recess to the same standoff. Luna and 13 other Republicans sank Johnson's plan to merge SAVE into the defense bill 198-224, and the floor is still frozen.

Johnson's fallback is budget reconciliation. Luna says the Byrd rule kills it and puts the blame on Leader Thune.

The election bill actually moving is Steil's Voter ID Act, which already cleared his committee. It carries the photo ID requirement, but not the proof of citizenship requirement, which is the half the House shutdown is over.
